It was a weird movie for me cause the plot is lacking/doggy near the end but I guess it is one of those "artistic expressions" of some sort.
It's actually voiced by a real person - Lucy Cahill. The Honest Government ads have always had a bit of filtering, but it's more obvious in this one - perhaps because of the American accent she's putting on. Or, indeed, perhaps because it really fits.
The credits on the video say her robot-sounding voice is by "Lucy". I'm guessing they mean this Lucy?
It's disturbing how well that robotic voice works for the piece.
