
The Watch reboots itself repeatedly, as long as the Infograph Modular face is active with the Activity complication. This becomes an endless loop as every time the device boots, it once again tries to load the complications, fails, and restarts. This continues indefinitely until the watch runs out of power.

It's not about it thinking it's the wrong hour. It's about it displaying a histogram with 24 lines and assuming that they correspond to consecutively-numbered hours.
DST is never going away because some rich dipshit somewhere doesn't want it to. See also, all the world's other problems.
The reason DST will never go away is because that's not what everyone wants to go away. They want Standard Time to go away. But when they think about that, and calculate how late the sun will come up in January, they stop talking about it until the next October.
