I recall a scene from a low budget dystopian movie from the 80s or early 90s where, inside a hospital, the PA was playing looping recordings like, "You have the right to sue your doctor. To sue your doctor, dial 5." Please identify this movie.

      Uber will be using them as live test vehicles for their 'meatbag in the driver's seat' stock (freshly minted cons are cheaper than ex-cons).
