In a statement to WIRED, a Facebook spokesperson said the photo test is intended to "help us catch suspicious activity at various points of interaction on the site, including creating an account, sending Friend requests, setting up ads payments, and creating or editing ads."
The process is automated, including identifying suspicious activity and checking the photo. To determine if the account is authentic, Facebook looks at whether the photo is unique. [...] The company declined to share details to prevent the system from being manipulated.

And I think the extra cyber is only part of it; the real secret of artificial intelligence is that it is a better magic black-box. "The computer must have made a mistake" excuse is no more valid, but when the programmer who wrote it can't explain why it outed you to your mother, what do you do?

Nah, "artificial intelligence" is just their way of "solving" the problem without doing the actual thing that might solve it, which is to hire more human moderators (since humans are the only ones that can understand context and nuance well enough to make this feature work). But human labor doesn't scale, or cannot scale without massively eating into their profits, so you know...
Anyway, not that I want to defend Facebook too much, but the first thing might actually be useful precisely as a defense against bots. As we know, an usual practice of bot creators (at least on Twitter) is to use pictures of random hotties scraped from around the net as profile pics, so if Facebook's intention is really to check whether the uploaded picture is unique, it might cut into that...
(Next stage in our current dystopia: third world companies offering pennies to people to take pictures of themselves on various settings, and then those pics are sold by the thousand to bot creators, much like credit card numbers or Twitter accounts...).
I'm pretty sure you've missed the point. They're doing this to become the de facto database for every single face on the internet.
Facebook doesn't give a shit about bots. They already know which accounts are bots, they're just not telling you. This will be a tool to enforce every human-seeming profile to have a facial-recognition-compliant image.
