That looks like cat dentition to me, which leaves me thinking that the difficult part in making this picture was getting the cat to wear that mask of skin. Rub catnip on the inside? Fish-flavored mascara to 'make it say cheese'?
Cats have pointier incisors than that. This is a puppy going through teething or another inferior mammal.
