From what I've observed Europeans almost never wear helmets while riding bikes, only scooters and motorcycles. Even if it's jet-powered it's still a bicycle, so... no helmet needed.
Pretty certain that once you add power-assist to a bicycle its legal status changes. That's a combustion engine capable of pushing the bike to over 50mph, which means you probably wouldn't be allowed to use it on a bike path.
