I imagine that is how dialup would feel to use now.
I can't wait until web designers figure out that cell phones with limited signal strength have the same bandwidth, limited screen size, of the dialup users they abandoned at the turn of the century, just with slower javascript.
DFB's got it in the bag. Visits to the Texas Hill Country are just death if I don't have access to Wifi.
This would be a good starting point for an ambient piece - I'm thinking drone, dark, or minimalist as subgenres to pursue. There isn't enough structure to qualify as enjoyable music, but a clever musician could make something very compelling with this as material. Where's SleepResearch_Facility when you need him?
