And then toward the end, MIXTAPE GETS HARDER. These things happen. (Why is there not a Unicode character for |m|?) This mixtape contains something like 5½ bands who have played at DNA.

there is no reasonable explanation why that video may exist.
with "nazi elf" you mean the silly long-haired german police
officer-type with stuck on ears pursuing snownosed redneck-
type on autocycle. (yep, sounds like everyday germany or a
good subject for spam-mailings)
note that german police is now also dark-blue, not forester-green
(like in this video) anymore. that's why they were referred to as
forest rangers.
however afaik there is no elf/german cop context. german
cops have no long hair - even female cops; but usually a mustache
- even female cops. they don't have pointy ears... i suppose.
and they don't have (up to now) scooters and/or segways. neither
do elves.
normally the cops would've busted mr. redneck not for drug
abuse, but for not wearing a proper helmet (what a hairdo).
