Yo mannequin lady, that look is SOOOO early nineties!
It's really the deafeningly loud eye makeup that makes her scary. But, I guess I'm stating the obvious.
The loud makeup is just window dressing (so to speak). The real creepiness is the amount of her upper gums you can see, half of her upper teeth and nothing below that. Her jaw has been shifted down in relationship to her mouth. Or her teeth don't line up with the external indications of her jaw. Or something like that.
The exposed upper gums gives the mannequin a distinctly Beavis and Butthead flavour.

This is much creepier. It's a bummer there aren't any photos on the webpage article. In the magazine they have photos which are eerie.
This particular robot causes me to wax nostaligic for Liquid Sky. Does anyone remember that? "She kills with her cunt."
