This a photo of an Irish policeman (Garda) trying to handle one of the typical local issues- them dirty kids and their disruptive city horses (This explains the mohawk, track pants and running shoes). I wish I was kidding, but this is actually something that happens in Dublin once in a while, since keeping horses in the city is still legal, and it's somewhat common in the inner city and state-funded housing areas. While this looks like the Smithfield Horse Market, I could be wrong.
