No, but Metropolis was part Toronto, and part Chicago. The Daily Planet was patterned after the Toronto Star.
You see, Joe Shuster, half the team that created Superman, was born and lived in Toronto until the age of 10, and it left a great impression on him. Add to that, one of his cousins, Frank Shuster, was part of the famous Canadian comedy duo "Wayne & Shuster". The family never lost their Canadian roots, and that is reflected in their early Superman comics.
So Superman is a defender of both the American Way, and the Canadian Way.
